Harbor has emerged from stealth with $10 million in seed funding to develop insurance and risk management infrastructure for companies deploying autonomous AI agents.
Base10 Partners, Abstract Ventures and 8VC led the financing, with participation from Restive, NFX, Innovation Endeavors, Kibo Ventures, Masia and MVP Ventures.
Founded by Jesus Santos, Daniel Elechiguerra, Cristian Bartolome and Luis Botin, who met at Stanford, Harbor is addressing a problem created by increasingly autonomous software: determining who is financially responsible when an AI agent makes a costly mistake.
The company's platform discovers AI agents operating inside an organization, evaluates their operational, cybersecurity and regulatory risks, and attempts to block actions that violate company policies. Harbor then aims to provide insurance coverage for the residual risks that cannot be eliminated through technical controls.
Its initial customers include banks and insurance companies across the United States, Europe and Latin America, where mistakes involving financial transactions, customer information and regulatory obligations can create significant liabilities.
The central challenge is establishing how often AI agents fail, how expensive those failures can become and whether those risks can be priced accurately. Without reliable loss data and enforceable controls, insuring autonomous software could prove significantly more complicated than traditional business insurance.
